Changed CPI_TCO from €2.33 to €3.50 to match the airlines p50 benchmark
used in the rest of the dashboard. This ensures consistent impact
calculations.

- CPI sync now searches for both IDs (backend uses economy_costs,
frontend fallback uses economy_cpi)
